The EFTA Surveillance Authority (ESA) monitors compliance with the Agreement on the European Economic Area (EEA Agreement) in Iceland, Liechtenstein and Norway, enabling those States to participate in the Internal Market of the European Union.

ESA is an international organisation, independent of the States, which safeguards the rights of individuals and undertakings under the EEA Agreement, ensuring free movement, fair competition and control of state aid. ESA's work helps remove barriers to trade and open up new opportunities to over 500 million Europeans, creating jobs and growth and adding to the international competitiveness of the States.

ESA is based in Brussels. It currently employs 76 staff members of 19 nationalities.  ESA is led by a College consisting of three members, each appointed for a period of four years by the three participating EFTA States.

ESA is recruiting a Head of Finance to join its Administration Department.  The Administration is responsible for the provision of comprehensive and efficient services in the fields of Finance, HR, ICT and Registry.

We are looking for a highly motivated, flexible and service-minded new team member, with a keen focus on continuous improvement, to work in a dynamic international environment. 

The successful applicant will be responsible for managing the financial and accounting operations of the Authority and will report to the Director of Administration.  S/he will be working hands-on with budgets, accounting, financial reporting and forecasting, procurement, payments, treasury, payroll and any other finance related activities.  

The successful candidate will also be responsible for the day to day interpretation and execution of the Authority’s Financial Regulations and Rules and will work closely with the Head of HR to ensure consistent application of the Staff Regulations and Rules on salaries, allowances, benefits and expenses. 

The Head of Finance is responsible for the management of the Finance and Administration Assistant, as well as managing the finance-related tasks undertaken by other Assistants within the Administration.

The position will require direct contact with the Authority’s College and all staff members, national administrations in Belgium and the EEA EFTA States, external providers and auditors.    


  • Master Degree or equivalent in Finance, Accounting or other relevant field
  • Minimum 5 years’ relevant professional experience in the private or the public sector
  • Experience of preparation and management of budgets and budget compliance
  • Experience in financial accounting
  • Experience in preparing and presenting financial reports
  • Experience of using financial IT systems
  • Excellent command of written and spoken English (ESA’s working language) and the ability to draft documents in a clear and concise manner
  • Excellent organisational, analytical, interpersonal and communication skills
  • A strong attention to detail and the ability to quickly get to grips with new systems
  • Initiative and a strong interest in continuous improvement
  • The ability to work both independently and in a team in an international environment


  • Management experience
  • Experience in working under IPSAS and/or IFRS
  • Experience of payroll management
  • Experience of Microsoft Dynamix products (AX and/or 365) and Atlas
  • Dutch or French language skills would be an advantage, but are by no means essential


This position will be filled in accordance with ESA’s policy on Recruitment Policy available at: https://jobs.eftasurv.int.  Former ESA staff members are eligible to apply provided the closing date is at least three years after their departure date. In exceptional circumstances, this requirement may be waived. The three-year requirement does not apply in the case of applications from current or former ESA temporary staff, trainees and seconded national experts. The position is placed at grade A4 of ESA’s salary scale, the precise step being determined depending on the relevant experience of the successful candidate, with a likely starting salary of between €92 000 and €96 800 per annum. Depending on personal situation and family status, additional allowances and benefits may apply. Tax conditions are favourable.

Type and duration of appointment: fixed-term contract of three years, renewable for a further three years if desirable and in the interest of ESA.  Applicants must be nationals of the States party to the EEA Agreement (EU 28 + EEA EFTA 3).  We particularly encourage applications from EEA EFTA nationals.
